To Jerry, "being rich" is all about flashy, over-the-top displays of wealth. But he's not ironic about it - he genuinely thinks a gemstone encrusted vest is classy. Which makes his defensiveness and clumsy attempts to "play it cool" all the more hilarious and endearing.
